Dr. Christopher Fleury is a senior vice president at Ipsos, first joining an Ipsos legacy company in 2007. Fleury leads Ipsos-Insights LLC’s regulatory affairs research unit, a practice area dedicated to helping clients in regulated industries conduct high-quality, high-stakes research to support their interactions with regulatory agencies. In this role, he has served as the Ipsos account executive on about 30 studies for a broad range of clients in the tobacco and nicotine industry preparing to make regulatory submissions (e.g., premarket tobacco product application, modified-risk tobacco product, or substantial equivalence)to the U.S. Food and Drug Administration, including numerous perceptions and behavior, prevalence, perceptions, message testing, and tracking studies.
Fleury has attended numerous tobacco industry conferences in recent years (e.g., TSRC,SRNT, FDLI, ENDS USA, ENDS Europe, Next Generation Nicotine), including GTNF’s conference in Washington, D.C., in 2022. He will be presenting at the Tobacco Science Research Conference in Norfolk, Virginia, on Sept. 25.
Beyond his experience with regulatory affairs research, Fleury has 30 years of experience providing research consulting services for numerous corporate, government, and public affairs clients. A special focus was designing research for public release to help establish clients as thought leaders on topical issues.
A Ph.D. in political science, Fleury has held several academic positions and has many academic publications and presentations. His global research experience spans from Ghanato Indonesia and includes leading an 11-country multi-mode research project while based in Qatar. He served as the president and CEO of InterMedia, a nonprofit global research consultancy that conducted research throughout the developing world for clients such as the Bill and Melinda Gates Foundation and the World Bank. In that capacity, he presented on financial inclusion to the World Economic Forum and co-hosted a forum on that topic in Pakistan.
